The Wichita Falls Public Library provides the ability for library card holders to securely pay fines and fees on a library account via credit card*. The SmartPay system requires the payer’s library card number and PIN number to retrieve details regarding current fines and fees, allows payers to select items to pay, and securely charges the credit card being used. *AmEx not accepted at this time.
The Wichita Falls Public Library is committed to the protection of all Library customers’ rights to privacy in the use of library resources and discloses customer information including checked out titles and identification of borrower status to the customer only. Records of customer transactions are kept only as long as is required to collect administrative statistics and then are erased Permanently. Library records will only be disclosed under court order, subpoena, or warrant as outlined in the state statute, Texas Government Code, Section 552.124 and the surveillance provisions included in The USA PATRIOT ACT (Public Law 107-56).
The price of lost items returned will be refunded within 3 months of payment as long as the item is returned in good condition with a copy of the paid receipt. The processing fee will not be refunded. Refunds will be provided in the form of a check from the City of Wichita Falls.
There will be a $1.00 convenience fee added to each credit card payment transaction.

- The fines and fees will be cleared automatically during the payment process.
- A failed transaction may leave a pending charge on your account. These "pre-authorized" amounts normally clear within 24 hours.
